Organizational Context
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS) under the overall direction of the Director General, and in close collaboration with all relevant organizational entities within UNIDO, headed by a Deputy to the Director General (DDG)/Managing Director, oversees the Organization's development of capacities for industrial development as well as industrial policy advice, statistics and research activities and the Organization's normative contribution to Member States and global development community in achieving the SDGs. The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence.
Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute toward effective and appropriate technical, business and policy solutions and are focused on results and on realizing any potential for scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora.
The Deputy to the Director General (DDG)/Managing Director assists the Director General in the strategic positioning of UNIDO to achieve the organizational priorities. Among others, the DDG/Managing Director, as a member of the UNIDO Leadership, contributes to achieving the organization's strategic goals by reporting on activities undertaken, new developments in its work and trends to urgently respond to by making innovative proposals and advancing new initiatives in cooperation with other Directorates.
Within the Office of the DDG/Managing Director, the Executive Officer is expected to:
(a) deliver work that contains in-depth analyses contributing to results achieved by the directorate
(b) create an enabling environment for team work which is catalytic to achieving results
(c) build relationships which contributes to partnerships resulting in strategic collaborations and
(d) achieve results within a professional team
The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members, as required.
Staff members are subject to the authority of the Director General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.
Main responsibilities/functions
Liaison, coordination and monitoring/execution:
- Serve as the primary contact point for all administrative matters of the directorate and act and manage a system of one-stop-shop for incoming and outgoing issues pertaining to the administration of the directorate.
- Set up and monitor the process for quality control of documents from the Office of the DDG/Managing Director, and seek continuous improvements.
- Oversee the preparation of various substantive meetings and strategic documents of the directorate. Support the execution and follow-up actions required with relevant divisions and/or concerned staff, as requested by the DDG/Managing Director.
- Draft official correspondence and substantive documents, as required, and coordinate the submissions from divisions and units including working documents, reports, and other communications for internal and external purposes, e.g. the leadership and governing bodies meetings, Member States and other stakeholders.
- Coordinate with counterparts in other directorates, divisions and units on the organization-wide initiatives and strategies as well as ensure the effective cooperation of different parts of the organization.
- Take the lead in consolidating the submission of the directorate-wide human resource planning for UNIDO management decision.
- Assume responsibility for collecting, analysing, preparing and providing necessary background information, results of analysis, guidance, and proposals for decisions by the DDG/Managing Director, on the utilization of human and financial resources in the directorate. Such issues include allocation, optimization and use of posts, recruitments, staff re-assignments, and utilization of regular and operational financial resources at directorate level.
- Establish, improve, adjust, as required, the various administrative, monitoring, and reporting systems needed at the Office of the DDG/Managing Director, and ensure correct information dissemination to various internal target groups.
- Manage other substantive relevant tasks, including coordination of divisional and unit submissions, as requested by the DDG/Managing Director.
Support higher level discussions and visibility of TCS initiatives:
- Serve as directorate-wide focal point and resource person in ad-hoc task forces and committees, as appointed by the DDG/Managing Director.
- Provide the Managing Director with relevant background information based on inputs from the heads of divisions and units prior to leadership and governing bodies meetings, as well as negotiations with member states, other partners and industries.
- Support the DDG/Managing Director in undertaking formal and informal briefings, as recommended in the resolutions of the UNIDO General Conference.
- Support the design, formulation and/or implementation of relevant policy and strategic management issues by compiling, collecting briefing materials for meetings and missions, requesting inputs from the substantive sections, ensuring quality and accuracy.
- Prepare briefing notes, minutes of meetings and speaking points; contributing effectively to the coordination and preparation of the tasks by liaising with other relevant organizational units, Permanent Missions and other partnering organizations.
- Support the coordination of and advise on the efficiency of the Directorate’s internal knowledge management practices, including by disseminating knowledge and best practices of the Directorate’s outputs amongst Divisions.
- As delegated, represent the DDG/Managing Director in relevant meetings.
Facilitate organizational improvements:
- In liaison with other Directorates and all relevant organizational units, facilitate the introduction of innovative process improvements and contribute to the implementation of TC guidelines.
- Address process limitations and communicate in a timely manner the introduced changes with the staff members to ensure proper implementation.
- Carry out research and identify best-practices and benchmarks on pertinent topics and assess their relevance and applicability to TCS and to UNIDO.
- Keep abreast of policy and substantive issues related to UNIDO’s thematic areas of work and special projects.
- Undertake additional relevant tasks, as requested by the DDG/Managing Director.

Minimum organizational requirements
Education:
Advanced university (Master’s or equivalent) degree, in business administration, social sciences, political science, international relations, or other field relevant to UNIDO’s mandate, is required.
Experience:
A minimum of five (5) years of relevant professional experience in an international environment, including supporting and advising senior management in one or more of UNIDO’s mandate, is required.
Strong analytical and communication (verbal and written) skills, is required.
Experience in dealing with highly sensitive, tactical, and confidential matters, is required.
Experience in or knowledge of UN/UNIDO’s business procedures and processes, including all phases of technical cooperation Project Cycle, is desirable.
An aptitude for embracing change and innovative technical cooperation concepts, is desirable.
Language Skills:
Fluency in written and oral English is required. Fluency or working knowledge of another official language(s) of the United Nations is desirable.
NOTE: UNIDO professional level applicants are required to have served at least one year in their current position, if applying for a higher-level position. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived.
UNIDO General Service applicants are required to be at least at the GS-5 level; to have served in their current position for at least two years; and to have served in UNIDO for at least five years.
